Economic Development Services

The Maumee Valley Planning Organization provides Economic Development services for the five county Region. MVPO provides technical assistance to units of government and others in the county for community and economic development efforts. Technical assistance ranges from general information across a variety of state and federal programs to specific grants making services related to public works projects and business expansions.

Revolving Loan Fund (RLF)

The Revolving Loan Fund (RLF) offers loans to businesses in conjunction with a bank. Such funds are used in the event that full financing cannot be obtained from a bank, or to fill the "gap" between a bank loan and the financing necessary to complete a proposed business project. The RLF will not provide 100% financing of a project. These loans have created jobs and retained jobs within the five county region. With these funds, the RLF has generated private funds invested in the region and additional public funds. The Maumee Valley Panning Organization has been working on building RLF loan capacity since 1993 and currently manage RLF funds in Defiance, Henry, Williams Counties and the Cities of Bryan and Defiance.

Purpose of the RLF

  • Create or retain permanent, private sector, full-time jobs for low and moderate income households.
  • Provide capital for business development and expansion within the region.
  • Achieve maximum number of jobs per loan fund dollar.
  • Bolster the tax bases of local units of government.

RLF Need Criterion

Microenterprise Business Development Program

The Microenterprise Business Development Program provides financial assistance for the development of local microenterprise businesses. Through the creation and retention of long term jobs in the private sector, this program provides low and moderate income persons with access to capital for business development.


Maumee Valley Planning Organization (MVPO) in cooperation with the Small Business Development Center (SBDC) is responsible for the administration and implementation of the program in Defiance, Henry, Williams Counties and the Cities of Bryan and Defiance.


A microenterprise is commonly defined as a "for-profit entity with five or fewer employees, one of whom owns the business."

Financing of existing debt is not and eligible activity.


Eligibility:

  • Location of the business must be within the service area
  • The applicant does not have the ability to secure sufficient conventional financing.
  • 51% of the jobs created must qualify as Low and Moderate Income prior to being hired.

Loans: The maximum for any micro loan is $15,000.


Interest Rate: Interest rate is determined after financial analysis and a determination of risk is made.


Terms: Terms for these loans are established to match the useful life of the purchase. For example, funds used for inventory or small pieces of equipment range from two to five years. For real estate, the loan may require a fifteen year term.


Collateral: Collateral is pledged for all loans. A first lien position is secured on all assets purchased with loan proceeds. A blanket Uniform Commercial Code (UCC) is filed with the Secretary of State on accounts receivable and inventory. If real estate is involved, the county files a second mortgage on the property. All applicants are required to sign personal guarantees and list the county as a loss payee on the business's hazard insurance.

State of Ohio Economic Development Program

The Maumee Valley Planning Organization is prepared to assist with applications for Economic Development assistance from the State of Ohio Department of Development for projects where RLF funds are not sufficient for the project.


The State of Ohio Department of Development Office of Housing and Community Partnership's Economic Development Program provides funds to units of local government to provide gap financing for local business development. Except for local infrastructure needs, Economic Development Program funds are repaid to the local community's Revolving Loan Fund to provide funding for additional business assistance activities.
