COMMUNITY DEVELOPMENT PROJECT MANAGEMENT
MVPO is seeking a proactive and versatile professional to join our team as a Project Manager. This position offers a unique opportunity to play a pivotal role in implementing grants and projects and subsequently leveraging this experience to contribute to our organization’s Community Development efforts.
Key Responsibilities
Landbank Grant Implementation Coordinator (Anticipated September 2024-June 2025):
MVPO serves Defiance, Fulton, Henry, Paulding, Putnam and Williams County Land Banks. An anticipated $9-12 million dollars in grants will be awarded to these six entities with a grant deadline of June 30th, 2025.
1. Project Management
a. Assist Senior Planner with the implementation of the Ohio Department of Development’s “Site Revitalization” and “Brownfield Remediation” grants
b. Manage procurement process – collect quotes and assist in contract execution
c. Schedule and conduct pre-demolition, on-site visits with contractor and property owner(s)
d. Complete site visits during and after demolition to ensure satisfaction and contract compliance
2. Community Engagement:
a. Meet with County Landbanks, other local governments, county organizations and the public
b. Coordinate with contractors, property owners, landbanks, municipalities, and the state to ensure successful, compliant projects
3. Documentation and Reporting
a. Assist in maintenance of accurate records of project activities, expenditures and outcomes
b. Prepare progress reports and updates for grantor, stakeholders and communities
NOTE: Demolition/Construction experience is NOT required or needed. Adequate training will be provided.
Community Development Planner (Upon closing of Landbank Grants):
1. Research and Proposal Development
a. Research funding opportunities from various sources, mainly local, state and federal government agencies
b. Develop grant proposals and applications that align with organizational priorities, community needs and funding guidelines
c. Write and administer grants for the following agencies, including, but not limited to: the State’s Community Development Block Grant Program, Environmental Protection Agency, Federal Emergency Management Association, Ohio Department of Natural Resources
2. Relationship Management & Community Building
a. Cultivate relationships with program officers and community stakeholders to enhance funding prospects, collaboration opportunities and efficient grant implementation
b. Collaborate with program managers and subject matter experts to gather information and insights for grant applications and implementation
c. Implement the “Community Development Implementation Strategy”, intended to help plan future grant projects for County Commissioners
d. Assist with administering, collecting and analyzing income surveys
3. Compliance and Reporting
a. Prepare environmental review records per the State’s EPA grant requirements when funding is awarded
b. Ensure compliance with grant requirements and reporting and advertising obligations, including timely submission of reports and documentation
c. Track and monitor grant awards, expenditures and outcomes to evaluate effectiveness and inform future grant strategies
Qualifications

Experience in project management, community development or related fields

Excellent communication skills, both written and verbal, with the ability to articulate complex ideas and project outcomes effectively

Ability to work independently and collaboratively in a fast-paced environment, managing multiple priorities and deadlines

Proficient in Microsoft Office 365 and google Suites

Outstanding problem-solving skills and ability to make decisions

Strong understanding of grant writing principles, with a track record of securing funding from diverse sources, preferred

Bachelor’s degree in planning, public administration, project management or a related field preferred
Additional Information
This role presents a unique opportunity to gain hands-on experience in grant implementation while preparing to transition into a grant writing role. The successful candidate will demonstrate a passion for community development, strategic thinking and a commitment to leveraging grant funding to create positive impact and sustainable change within the communities we serve. The successful candidate must possess a valid driver’s license and be insurable on our CORSA policy.
About Maumee Valley Planning Organization (MVPO)
MVPO is a voluntary association of local governments designated as an Ohio Regional Planning and Development Organization. The MVPO region covers Williams, Fulton, Defiance, Henry and Paulding Counites. MVPO also assists Putnam County with their Land Bank grants. We help communities make and implement joint regional decisions and provide management, planning and technical services to local governments. Other areas of our office include Housing assistance, economic development, fair housing, and transportation.

Vacation Time: 0-5 years: Accrued at a rate of 3.1 hours for each 80-hour pay period (2 weeks). Employees may access vacation time after 6 months.

Sick Time: Accrued at a rate of 4.6 hours for each 80 hour pay period

Flexible work arrangements: After completing a three-month probationary period, our employees enjoy a flexible work schedule, allowing them to determine their own hours as long as they prioritize job obligations/meetings and fulfill 80 hours within a pay period.

Number of Paid Holidays: MVPO employees receive all federal government holidays paid. As of July 2024, there are 11.

Starting salary: $44,000-$50,000 depending on experience
